Voter Authentication

The voter authentication screen requires personal information. This information is used to access your voter registration record and is not used for any other purpose. The personal information you provide will not be shared with any candidate or any candidate committee, except if you decide to sign a nominating petition. In which case, the same information you would provide on a paper nominating petition will be available to the candidate.

Welcome to the Arizona Secretary of State's E-Qual system. Arizona permits qualified electors to securely sign certain candidates’ nomination petitions. See A.R.S. §§ 16-316; -317; -318.

Candidates for the following offices may use the E-Qual system to create an electronic nomination petition and electronically collect signatures from eligible voters:

  • Federal (except for President and Vice President)
  • Statewide
  • Legislative
  • City
  • Town
  • County
  • Precinct Committeeman

How it works for voters: E-Qual interfaces with the State's voter registration database. In order to access E-Qual to sign a candidate petition, a person must be a registered voter and must provide authenticating information at the log-in screen that matches the information in their voter record. E-Qual can authenticate a voter using their MVD-issued Driver License or non-operating ID number or a combination of the last four digits of the person's Social Security Number (SSN) and their entire Voter ID Number:

  1. If the voter has a valid MVD ID number on their voter record and is an eligible voter, the person can access E-Qual using either:
    1. Name, DOB, and MVD ID number or,
    2. Name, DOB, SSN, and Voter ID
  2. If the voter does NOT have a valid MVD ID number on their voter record and is an eligible voter, the person can only access E-Qual using:
    1. Name, DOB, SSN, and Voter ID

E-Qual also interfaces with the State's voter registration database to confirm the voter's status and the districts associated with the voter's record to determine which petitions the voter is eligible to sign. Once E-Qual has verified the voter's status and district, the voter can see the available petitions and decide whether to electronically sign those petitions.
