The Arizona Supreme Court has not been able to eliminate corruption within the Arizona Courts. Justices of the Supreme Court have gone to extremes to protect corrupt Arizona Judges. Because of the failure of the Arizona Supreme Court, people of the State of Arizona have been made victims. This Amendment will provide a remedy to victims of Arizona Judges by providing for a remedy. Victims of Arizona Courts will not have to rely on the Arizona Supreme Court to protect their rights. This amendment has been forced upon us by the Arizona Supreme Court covering up for Judges. |

All political power is inherent in the people, the government's power comes from the consent of the people, and is to be protected and maintain individual rights. Too many government employees are dishonest and engage in acts that protect each other, including falsifying records. This amendment holds the employee and employer accountable. Honest citizens of the State of Arizona are being injured by these employees and their code of silence. To protect themselves, these employees with the help of the legislature and courts are placing rules and laws which injure honest citizens of Arizona, their loved ones and property. |

| It is the government's responsibility to protect and maintain the individual rights of the citizens. This amendment shall ensure that the right of the People to continue to make amendments to the law and to the Constitution is protected and maintained by our government. Currently our legislature is trying to take away the very right given to us under the current Arizona State Constitution without the say of its People. | |||||

| The purpose of this amendment to the Arizona Constitution is to ensure that congressional and legislative districts created by the Independent Redistricting Commission every ten years not only comply with the U.S. Constitution, other federal law and other provisions of the Arizona Constitution, but also that those districts are as competitive as practicable while respecting geography and community. It clarifies that competitiveness is a priority. It expands the size of the Commission and the way it is selected to make it more representative and it provides prompt judicial resolution of disputes arising out of the Commission's work. | |||||

ARIZONA SUNSET LAW On February 13, 2007, the Arizona Republic Newspaper reported that Arizona's Legislators are "seeking more control over initiatives," when, in fact, citizens should be gaining more control over the legislative process. This is, after all, supposed to be a "democratic" republic. The Legislature has proposed a five-year "cooling off period" in which voter approved laws would reign, but after that the Legislature could make changes. We propose the opposite. We propose amending the Arizona Constitution to read: "ALL LAWS HEREAFTER PASSED BY THE ARIZONA LEGISLATURE SHALL AUTOMATICALLY EXPIRE AFTER FIVE YEARS UNLESS APPROVED BY VOTER REFERENDUM." |

| Government as envisioned by the founding fathers derived its just powers from the consent of the governed. The Arizona Constitution currently assures government's ability to tax our property in many cases without limit. With your support we will restore what we believe the founding fathers intended, a system of property taxation with sensible limits that allow the voters both the last word on tax increases that would exceed a levy limit and a means to reduce taxes and keep government spending in check. California's landmark property tax reform measure known as Proposition 13 was the inspiration for this amendment. | |||||

| Many homeowners have seen valuations and tax bills increase in some cases doubling or tripling based on unrealized gains in value, and under the present system next year it could be your turn. The solution, reinforce the existing 1% maximum residential tax rate, establish a baseline valuation system to benefit both current and future property owners, and rollback valuations in 2010 reversing valuation increases due to real estate price inflation throughout your county since 2003. Thereafter annual increases, in the valuation used for computing real property taxes, are limited to 2% plus the 2003 baseline valuation of new improvements. | |||||

| The "Freedom of Choice in Health Care Act" will preserve and protect the rights of individuals to make their own health care and health insurance choices. Currently, many lobbyists and special interest groups in Arizona and around the country are promoting policies that would limit or even eliminate the ability of people to have choices when seeking out health care for themselves and their families. This initiative will guarantee the right of Arizonans to make their own health care choices. Lobbyists and special interests will see their power to control and dictate your health care limited. | |||||

Redefining Real Property Valuation and Tax in the Arizona Constitution, Article IX, Section 18 This proposition redefines how real property is valued for tax purposes, establishes maximum tax limits, and eliminates exceptions to the tax limits. The valuation baseline is the full cash value of the property in 2003 as published by the County Assessor, or purchase price if purchased after December 31, 2003. Valuations cannot increase by more than 2% per year. The maximum residential property tax is 1/2 of 1% (.5%) of value. For all other real property the maximum property tax is 1% of value. |

| To protect the will of the people of Arizona for fiscal responsibility through true majority rule, any initiative that imposes additional taxes or spending must have support from a majority of qualified electors in Arizona. Currently, initiatives that increase taxes or spending can pass with approval from only a minority of qualified electors. In the past, big money, special interest groups have pushed higher spending and taxes. Arizona now faces one of the largest deficits of any state in the country. We must protect the will of the people and let a true majority of the voters decide. | |||||

The human propensity to fabricate charges against each other is as old as recorded history. That is why the Ten Commandments forbids it, and why Hebrew law reads: "One witness shall not rise against a man concerning any iniquity or sin that he commits; by the mouth of two or three witnesses the matter shall be established," (Deuteronomy 19:15). This initiative corrects erroneous law to read: "WITHOUT CLEAR AND CONVINCING EVIDENCE THAT A CRIME HAS OCCURRED, AND THE ACCUSED IS THE PERPETRATOR OF THAT CRIME, NO PROSECUTION SHALL BE COMMENCED ON THE TESTIMONY OF LESS THAN TWO WITNESSES OF THAT CRIME." |

False confessions harm the innocent, protect the guilty, insult victims, defeat the purpose of mandatory sentencing, and defraud taxpayers. The text of the NO MORE PLEA BARGAINS initiative is as follows: "EVERY PERSON ACUSSED OF VIOLATING ANY LAW OF THE STATE OF ARIZONA SHALL STAND TRIAL ON EVERY CHARGE. Punish the false accusers, not the falsely accused! The Bible says: "Thou shalt not bear false witness," and "If the witness be a false witness, and hath testified falsely . . . then shall ye do unto him as he had thought to have done unto his brother." (Deuteronomy 19:18-19) Accordingly, this initiative provides: "ANY PERSON FOUND GUILTY OF TESTIFYING FALSELY AGAINST A DEFENDANT SHALL RECEIVE THE SAME SENTENCE AS RECEIVED (OR COULD HAVE BEEN RECEIVED) BY THE DEFENDANT, REGARDLESS OF WHETHER THE DEFENDANT IS FOUND GUILTY OR IS SUBSEQUENTLY CLEARED OF THE CHARGES." |

| "Stop Illegal Hiring" Act is an initiative designed to crack down on unethical businesses who hire illegal immigrants. This initiative targets employers who hire workers and pay under-the-table in cash, which fuels illegal immigration in Arizona. It revokes the business license of employers who knowingly or intentionally hire illegal immigrants. This initiative increases penalties for identity theft, as illegal immigrants often use stolen identities to conceal their undocumented status. Fines collected as a result of this initiative will be distributed to schools and hospitals to help deal with the financial burden placed on Arizona because of illegal immigration. | |||||

| Arizonans use payday lending services everyday to meet unforeseen expenses and financial emergencies. The payday lending industry is set to be eliminated and the Arizona Legislature refuses to enact reforms to benefit borrowers while preserving this important financial option. This measure will bring dramatic pro-consumer reform to payday lending and preserve consumer choice. It includes a substantial rate cut, eliminates rolling-over principal to extend a loan, creates a repayment plan at no cost to customers that can't meet their obligations, and inhibits a borrower's ability to obtain more than one loan at a time. | |||||

| This initiative aims to make Arizona elections more democratic by instituting ranked-choice voting in races with more than two candidates. This voting method asks voters to rank the candidates in order from the first, most-preferred choice to the least, and can be used for any candidate election. The majority winner of the election is calculated using voter preferences. Although everyone gets just one effective vote, it always counts, regardless of whether a preferred candidate prevails. Due to preferential ranks, no votes are "lost" from one candidate to another, so election results reflect the true wishes of the people. | |||||

| This initiative aims to make Arizona elections more democratic by instituting ballot access reform. Proposed reforms make it easier for qualified candidates and parties to participate in elections, while instituting primary election requirements, and party viability requirements to ensure ballots aren't lengthy. As a result, participation in elections will be more fair for all concerned. | |||||

| The T.I.M.E. Initiative will reduce congestion, offer modern transportation choices and preserve our spectacular open spaces by upgrading Arizona's statewide transportation system. The Initiative builds needed highways, freeways and roads; creates rail options for commuters and travelers; and protects our enviroment by creating better bike paths, walkways, and safer school routes. The plan imposes strict performance and accountability measures to ensure that money is being used efficiently and that the projects improve quality of life in tangible ways. These improvements to our transportation system are funded through a one cent adjustment to our statewide sales tax over 30 years. | |||||

The citizens of Arizona hereby declare that Senator John McCain has violated the unwritten compact that is the trust of the citizens of Arizona whom he represents. He has done this by shirking his duties as a Senator from the great state of Arizona and by not enforcing the long held and sacred precept of Habeas Corpus. Further, he has acquiesced in his role as a member of the Legislative branch to strongly check the power of the Chief Executive, who has for all intents and purposes become a king. Please, help restore our democracy, recall "'Bloody John McCain'". |

| In April of 2005 Gov. Janet Napolitano signed into law a Senate bill requiring a new voter registration form for the state of Arizona. The form had one significant change, which was to remove the check box marked No Party Preference, leaving only a space marked Specify Party Preference. A political party spokesman has indicated that this was done by the political parties to stop a rapid increase in the number of independent voter registrations which had taken place in recent years. The right to register to vote is retained by the people and cannot be legally denied or diminished by political parties or any other self-created societies. | |||||
