The two candidates who receive the most votes in the primary will compete in the general election. This reform will promote open government and encourage the election of candidates who will work together for the good of the state.

Tax credit recipient's Solar Renewable Energy Certificates are signed over to the Arizona Commerce Authority then sold to utilities and other companies to fund one-hundred percent of the program's cost.

SMART PRISON POPULATION ACT

This law will amend the existing home arrest law to require non-violent prisoners to be released to home detention with mandatory global position electronic monitoring after the prisoner first completes one-quarter (1/4) of the maximum imposed sentenced. The law will force prisoners, who pose little or no public safety threat, to pay for their own home detention and save the State of Arizona the expense of their incarceration in prisons.

ALCOHOL AND SUBSTANCE ABUSE PREVENTION AND EARLY INTERVENTION HEALTH INITIATIVE, proposes an alcohol tax of 25 cents on a gallon of spirituous liquor, and one dollar each on a gallon of beer and wine, the equivalent of less than ten cents per drink. Proceeds will fund prevention and early intervention services for any entity that affiliates with a community based prevention coalition. The initiative establishes an eighteen member commission which sets policy. Only the thirteen members, including three tribal representatives are voting members. The non voting members are directors or deputy directors of the Arizona's governmental departments.

Taking a page out of the playbooks of Wisconsin Gov. Scott Walker and Ohio Gov. John Kasich, Gov. Jan Brewer and extreme right-wing Arizona lawmakers are pushing a series of bills attacking firefighters, teachers, nurses and other public service workers who work hard to keep our communities safe and strong. These bills would take away all collective bargaining rights for public service workers, leading to larger class sizes in our schools, more dangerous working conditions for firefighters and police officers and making our communities less safe. As in Wisconsin and Ohio these measures are not about balancing Arizona's budget and are not about jobs. They are about destructive political agendas, right-wing politicians and their corporate funders pushing across the country to consolidate their power.
And finally but not least, the workers, the poor, the elderly and children of our beautiful state have been attacked enough by this governor with her cut backs that threaten to turn our beloved state into a place resembling a third world country. In this year, the centennial of Arizona, we will re-take our state for love, compassion and humanity. May God bless the State of Arizona, recall Jan Brewer!

Gross mismanagement of Arizona's finances by Governor Brewer including budget cuts to programs vital to the health, welfare and education of Arizonans that could have been avoided with bipartisan cooperation and willingness to consider alternate proposals to addrss the state's fiscal challenges. We are ashamed that our state was first in the nation to cut organ transplant funding from its Medicaid program (AHCCCS) which insures the poor and has already resulted in lost lives. It is unacceptable that the Governor has proposed further cuts to AHCCCS funding that would also illegally cancel medical coverage for roughly 280,000 of the state's poor and needy. This defies and undermines the will of the people of Arizona who guaranteed AHCCCS coverage to these individuals with the passage of Proposition 204 in 2000 and constitutes an abuse of gubernatorial power. Arizonans are a people of conscience and we will no longer tolerate the type of heavy-handed governing and unwillingness to consider alternative bipartisan solutions to the state's fiscal challenges that do not compromise the health, welfare and education of the people of this great state. It is time to restore credible leadership to the Office of Governor and to rebuild our state's tattered reputation.
