This Amendment to the Constitution will mandate the eliminiation of redundant and ineffective laws, rules, policies, regulations and ordinances for the state, its political subdivisions, and private entities that receive significant public funds. It will require a mandatory review and expiration procedure, and require all regulation to have a proven benefit without conformance to societal, moral or religious beliefs.

Criminal Penalties Act
This Amendment to the Constitution will mandate a criminal sentencing scheme that is commensurate with the magnitude of the crime and age of person. It will eliminate mandatory minimum sentences and return sentencing discretion to the trial judge. A criminal sentence will be based only on the actual conduct of the person, and not on a prior crime or conduct of another person. It wil mandate certain procedural safeguards to prevent a double sentence or wrongful conviction.

The Responsible Budgets initiative ensures annual public disclosure of government retirement pensions funding, so the politicians cannot hide the pension debt, limits government growth to inflation plus population growth, until the government pensions are adequately funded, and ends pensions for politicians, as a first step to find the savings needed to fix the government pension problem. The Responsible Budgets initiative will ensure Arizona addresses its pension problem before we face a Detroit-style financial crisis.

Arizona has one of the strongest medical marijuana programs in the United States. The positive effects of eliminating wasteful practices in Arizona's medical marijuana program will benefit all citizens of Arizona. This initiative redirects money for medical marijuana research and eliminates the exploitation by public corporations. Twenty percent of the annual money collected from the medical marijuana program will be allocated to support University-based medical marijuana research. The cost of medicine for patients will decrease when public corporations are no longer allowed to exploit Arizona's nonprofit program through stock manipulation.

The Genetically Modified Food labeling act is an initiative to mandate the labeling of foods that are either Genetically Engineered or made with Genetically Engineered ingredients. The labeling must be done in a way that a regular consumer can see and read clearly. Consumers currently have the right to know what ingredients are in their food so those with allergies can avoid certain ingredients. This initiative gives Arizona citizens the ability to avoid Genetically Engineered ingredients if they choose.

Those sections expand eligibility for Arizona's Medicaid program, the Arizona Health Care Cost Containment System (AHCCCS), beginning January 1, 2014. To fund the expansion, all Arizona hospitals will be charged an assessment, unless exempted at the discretion of the Director. Arizona law places limits on the amount of bonded indebtedness that a school district or unified school district may incure as a percentage of taxable property within a school district or unified school district. HB 2003 amends A.R.S. 15-1021 to double the class B bonding capacity limits of school districts from five percent to ten percent and of unified school districts from ten percent to twenty percent. HB 2003 will increase property taxes in school districts and unified school districts that incur additional debt as a result of this measure. This petition is to put this decision on the ballot.

One of the most devastating results of the trauma of combat is PTSD, an emotional condition that takes a terrible toll on our nation's war veterans. In response to the medical profession's pleas for PTSD research, the federal government recently approved a proposed study by the University of Arizona that seeks to examine the effectiveness of medical marijuana for the treatment of veterans suffering from PTSD. Following federal approval, the Arizona House of Representatives recently passed HB233 to fund the study without spending a dime of taxpayer money, using funds already collected from the sale of medical marijuana cards. The bill was promptly sent over to the Senate Education Committee for consideration. Tragically, the chair of that committee, Kimberly Yee, officially announced that she will not allow the bill to reach the Senate floor; thereby singlehandedly killing this important veteran's health research. In one fell swoop, Yee has derailed the democratic process, thwarted important medical research, and slapped our nation's veterans in the face. This callous abuse of power is proof that Yee is unfit for public office. The Arizona Veterans Assistance Commitee, therefore, intends to circulate and submit a petition for her recall from the Senate.
